When WW2 began everyone was told to be on the lookout for enemy planes and boats as well as foreign saboteurs. In that process (here from 2 combined scenes from Radio Days) this could have been the view that the guys from St. Joseph had of the mother of the guy that wound up stealing my childhood sweetheart. What's great is Woody Allen's insistence on historical authenticity as we see a 1940's-50's era New York City classroom.
