I wonder whether they get flooding in basements on Baxter Street, where Forlinis is located. It's location on Baxter Street is one block north from the top of this map and is pretty close to where the Collect Pond was. Back in the 1800's Baxter was Orange Street.

They certainly get flooding in the courthouse of 60 Centre St. The sub basement was still used in the 90's, for old files, but then abandoned around 2000. The air in the place was totally bad, as the water rotted the floor covering and the file shelves, and just sat there like swamp water.
